The Ontario Ministry of Transportation (MTO) has retained McIntosh Perry Consulting Engineers Ltd. (McIntosh Perry) to prepare Design-Build Ready Packages and conduct a Class Environmental Assessment (Class EA) for two (2) separate contracts (GWP 2494-15-00 and GWP 2129-18-00), which includes interchange reconfiguration/reconstruction at two locations; Highway 11/12 (Coldwater Road) and Highway 11/12 (Old Barrie Road), in the City of Orillia.
The project scope of work includes, but is not limited to:
Replacement of the Coldwater Bridge (Site 30X-0077/B0) and the Old Barrie Road Bridge (Site 30X-0076/B0);
Reconstruction of the Highway 11/12 (Coldwater Road) and the Highway 11/12 (Old Barrie Road) interchanges;
Widening of Highway 12/Coldwater Road to two (2) through lanes westbound and three (3) through lanes eastbound;
Widening of Highway 12/Old Barrie Road to two (2) through lanes in each direction;
Reconstruction of various intersections;
New carpool lot in the Northeast quadrant of the Highway 11/12 (Coldwater Road) interchange;
Traffic operational improvements;
Pavement rehabilitation;
Upgrades to existing illumination;
Drainage improvements, and
Installation of two (2) noise walls.
This Design Build-Ready assignment is following the approved planning process for a Group ‘B’ project under the Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000), with opportunity for public input throughout. This study will include an assessment of potential impacts of the project works on the study area environment and the mitigation measures developed to address environmental concerns.
Background In 2003 and 2016, MTO undertook Class EA Studies and provided environmental clearance for improvements to Highway 12 from Memorial Avenue in the City of Orillia to Horseshoe Valley Road in the Townships of Severn and Oro-Medonte, within the County of Simcoe. A Transportation Environmental Study Report(TESR) was completed as part of the preliminary design for the Highway 12 Improvements from Memorial Avenue to Horseshoe Valley Road (AECOM, 2016). As a result, the MTO was granted Environmental Clearance for the project to proceed to detail design.
The MTO is currently undertaking two (2) Design-Build Ready Packages for portions of the previously approved improvements, as described above. Design for the remainder of the Highway 12 improvements associated with the previously approved Class EA Studies are not scheduled at this time.
